Is it possible to create a repository using a GitHub App Installation token?

The scenario I'm trying to enable is:

1. A user installs our GitHub App on their account (through being redirected to https://github.com/apps/<app name>/installations/new and authorizing our app)
2. When the user chooses to, we create a repo on the server side using the app installation on their account.

The App installation has all permissions I thought would apply: Repository Administration and Repository Contents

So far on trying things out, I've been unsuccessful and mostly seen

HttpError: Resource not accessible by integration - https://docs.github.com/rest/repos/repos#create-a-repository-for-the-authenticated-user

This error was seen when using a plain HTTP request with the Authorization: Bearer <installation token header, as well as when using the installation octokit.

The doc I've looked at talks about permissions for an OAuth App and PATs and doesn't talk about Installation tokens, but doesn't mention Installation tokens.

I saw a similar post here, but it was unanswered
