Add traffic light lamp shape to autoware_msgs

With the expansion of our traffic light dataset, we have more traffic light lamp shapes in our classifier dataset.
Our recently trained model is able to detect the following two shapes but they are not supported in autoware_msgs:

1. UP_LEFT_ARROW
2. UP_RIGHT_ARROW

Therefore, I would like to propose to add these two shapes to
