[locui] Proposal for a debug panel in locui

As an author using locui, it can be challenging to locate the source of an issue when it occurs. Consequently, when the issue is raised to the broader group, it becomes confusing to troubleshoot for everyone else. While the Toast notification system is helpful, we (@Sartxi and I) feel that surfacing additional context may speed up the diagnosis process.

What form this eventually takes is a matter of debate (hence this discussion), but for now the idea is to...

• Have a running log that displays details of every request made to Miloc
• Style details of requests to quickly differentiate returned status
• Store this log in a collapsible Debug panel

We currently log each action that was taken in the document status tab which could also be surfaced within this interface to see the project history along with current status and any errors that were subsequently captured.
