Onboarding Issue: Package.resolved

There has been quite a few issues with new contributors setting up their projects. As a result, we have added Package.resolved to gitignore (#749), however since we have had more issues mentioned by @Prince213 in #help on Discord:

error project: could not find a branch named ‘feature/swift’ in https://github.com/mattmassicotte/tree-sitter-ruby.git

@Muhammed9991 has been looking into this and has been experiencing issues as well.

We need to get this nailed down. Any ideas on how we can do this?

According to Swift Evolution. It sounds like its better to leave this out of .gitignore

This makes sense, let's remove it from our .gitignore then. Any objections?
