Like ziti, ziti-edge-tunnel has Linux packages and container images that are collectively known as "downstreams" or "downstream artifacts."

We've been promoting these by manually triggering a workflow after a burn-in, probationary period.

This issue is resolved when the promotion occurs automatically and is triggered by marking the GitHub prerelease as "latest" meaning "stable."
