Invalid BLE Record ID Check

NfcUtil line 479 checks that the ble record type is equal to 0. This actually isn't specified as required in any of the specs and is an invalid check when parsing hte BLE record type.

(This is also an issue in the Colorado production MDL's using negotiated handover.)
