Cluster 4.5 and 4.7 not healthy #1329

OCP learning cluster 4.7 is almost no operating. Dashboard hangs, Prom can not be accessed.
OCP 4.5 cluster looks a bit better, but also some operators are not available and/or operating. Could you please have a look?
