Seguindo o 12factor app (http://12factor.net/pt_br/config) as configurações devem ser armazenadas em variáveis de ambiente e não em arquivos texto.

Esta issue tem por objetivo migrar as configurações dos arquivos .py para variáveis de ambiente.
