Add a mandatory single-selection box on the same page for reviewers when they submit the report for approval.

Something like:
"This report is mainly written in which language?"
A. Arabic
B. Chinese
C. English
D. French
E. Spanish
F. Russian

*which gonna useful when export the PDF country reports

@pengchenglai we have had a conversation about languages and translations.
However we haven't reached a conclusion yet. is this task suggested by our managers ?
