2014/20140826__az__primary__navajo__precinct.csv has a header with 7 columns

precinct_id,precinct_name,race_id,race,candidate_id,candidate,count

However, line 14955 (and onwards) has 23 columns

999999,Election Total,520,JUDGE OF THE SUPERIOR COURT - DIV. 1 (REP),999998,Number of Precincts RepoE SUPERIOR COURT - DIV. 1 (REP),,20,REP,,0,NP,,999999,Number of Precincts for Race,,0,NP,,10,Polling,,1
