Neglecting oil generators in eGon100RE

The current version of eGon100RE does not include any oil generators as set in the pypsa_eur results.
Since the capacity is not so significant and the usage in the optimization results is just for a couple of hours, it was decided to exclude them from the model. Optimizations will be performed using eTraGo to determine if other generators can replace oil.
