Move non-core translations to a separate transifex project #5857

It is possible to connect multiple transifex projects to a single repo. I tested this out by making a repo (https://github.com/brian-smith-tcril/test-multiproject-transifex) using multiple yaml config files, and was able to get the transifex app to make PRs from both associated projects.

Open questions:

  • We use the transifex API to do some extra stuff such as rename resources, we'd likely need to update those actions to support multiple projects. What is needed to make that work?
  • What repos do we want to move out of the main openedx-translations transifex project?
  • What do we want to name the non-core transifex project/do we want to make multiple?
