fix: honor account deletion feature flag

Issue - There is no way to disable account deletion in the Account MFE

The issue can be solved as follows:

1. The first step involves updating the User Profile API to include the account deletion (`ENABLE_ACCOUNT_DELETION) feature flag.

2. Once the User Profile API is updated, the application needs to use the value of the enable_account_deletion flag appropriately to enable or disable the account deletion feature as needed.
