[GH Request] Move edly-io/forum repository to the openedx organization

Problem/Request

As part of the transition from the legacy forum application to the new one, we (Edly) worked on creating a new Django application: https://github.com/edly-io/forum
Because this will be a core component of the Open edX platform, we need this application to be migrated to the openedx organization.

Reasoning

Existing contributors should be preserved, at least for the time being, such that we can easily merge pull requests until the project reaches a stable state. Here are the existing contributors: @Ali-Salman29 @Faraz32123
@regisb @taimoor-ahmed-1

@regisb: Can you please add me as an admin to that repo? I made a new axim-fc-0057-forum-migration team and added you and @Faraz32123 to it. I need to make sure I properly onboard @Ali-Salman29 and @taimoor-ahmed-1 into the openedx GitHub org tomorrow–I'll do that before doing any repo transfer.
