Describe controlled vocabularies on I14Y

To add clarity to some attributes using controlled vocabularies, I would suggest officially describing the vocabularies on I14Y where these can be versionned, updated and maintained. Currently this page here https://dcat-ap.ch/vocabulary/ could use an update.

Some attributes have controlled vocabularies which are unclear or complicated to use

An example of an eCH standard already implementing this is eCH-0108: https://www.ech.ch/de/ech/ech-0108/6.0.0

It might also bring clarity to what is an OGD recommendation and what is a DCAT-AP-CH recommendation (licenses might be restricted to open data licences for OGD, but DCAT-AP-CH should allow more restrictive licences for catalogs of non-ogd data).

I can see the use-case for I14Y Themes, and potentially the Licences (as long the proposed swiss special licences are used), but all other proposed controlled vocabularies have internationally used controlled vocabularies, and defined URIs. Which makes the interoperability much higher, and no updating and maintaining is necessary.

I'd say they complement each other: #226 for the general case and this one in the specific case of the OGD vocabularies
