Link back to github bicycle parking repo to submit issue with data. #5

I was thinking it would be good to link back to the repo with the bicycle parking so that users can submit issues they find with the underlying data.

I'm actually pulling in this data from the portal, so I need to add a link to that as well.

Also add links in README to parking github and location in dataportal.

1+ to the README. Does it make sense to also list the repo in case people want to contribute to the data or would that find that out by going to the portal?

Yes, I think I need to list the repo on the site too. Maybe a "fork me" banner or just a simple bank.
