After BMC normal startup, check the CPU usage:

then stop entity-manager service use command:
systemctl stop xyz.openbmc_project.EntityManager.service

Check the CPU usage again:

This issue seems to be caused by dbus-sensors, so close this bug and raise a new one on dbus-sensors repo:
openbmc/dbus-sensors#30
