The instructions don't help someone like me deploy

I think I have the required access to everything, but the documentation isn't clear about how I actually do the deployment.

Do I install the relevant software on my PC, or do I install it on the server itself? how do I know that the deployment was successful? When do I need to do a deployment (I'm assuming every time I make a change in Production and Staging).

Lots of questions which aren't in the README from what I can see. When @mlandauer has finished upgrading our Alaveteli instance to the latest version I wouldn't mind taking thatover.
