Delivery Guarantees for Metrics

Hi all,
I've looked around and tried to find an answer but it seems to be in pieces. The gist of the question is: what are the delivery guarantees for OTLP metrics over GRPC, and is there a mechanism to know if a metric was published successfully to the OTLP endpoint? I've reviewed the general GRPC protocol with it, but I can't seem to find a way to be notified or get some kind of success/error from the library publishing the metrics.

None today. #2364 is tracking adding retry logic to recover from transient errors.

There is no native mechanism offered by OTLP Exporters today to notify users of failure. There is internal logging that would emit logs when failure occurs.

This is not an ideal situation, and in need of some work to improve the situation. 2364 is a good starting point. OTel semantic conventions recently added experimental internal-metrics for OTLP failures, we haven't yet adopted it in this repo.
