Requested changes

Add DOCKER_USERNAME and DOCKER_PASSWORD username/password for Docker Hub as secrets to this repository.

Purpose

We want to publish to both GHCR and docker hub. See this PR

I added DOCKER_USERNAME and DOCKER_PASSWORD repo secrets. Not sure what to do for GHCR.

We can figure out GHCR later, I'll reopen once we work on that aspect. For now this puts weaver inline w/ what build-tools does today, thanks!
