Gegis replication

This milestone targets reproducing the methodology and results of the gegis approach (paper, repo)
Due to the scope of this milestone the features will first be incorporated into milestone/GEGIS_replication, then merged with the main branch.

• Data collection: Historic demand data
  Add scripts to download electricity demand data from the ENTSO-E platform #3

• Data collection: Historic GDP data

• Data collection: Historic population data
  Add scripts to download weather and population data and extract relevant temperature time series #4

• Data collection: Historic weather data
  Add scripts to download weather and population data and extract relevant temperature time series #4

• ML: XGBoost training on collected data

• ML: XGBoost model inference

• ML: Generate synthetic data for target countries and years

• Validation: k-fold cross-validation
