Improve Open311 GeoReport rather than reinvent the wheel

Regarding the Service Connect schema, I suspect you're already aware of the Open311 GeoReport spec since Socrata mentioned they were working with it:

For the Civic Services Community, the Open311 data standard will be similarly tested for greater adoption.

So I'm curious if you've tried to work with the existing community that has already collaborated on developing this standard and has implemented it around the world.
