From the Philippines Open Government Partnership Independent Review Mechanism report regarding the PhilGEPS procurement portal: CSOs said "...access is difficult because of server capacity."

Procurement portals go down. Many countries systems struggle to cope with heavy traffic.

Does a standard need to consider:

  • How data consuming systems that sync information might cope when source information is unavailable?
  • How to ensure tools grabbing data in the standard don't put excess pressure on govt servers?

(The answer to these questions may be no, but I thought worth flagging)
