Ignoring a report causes incident report tracker count to include un-escalated reports

Describe the bug

When a moderator's quota is disabled or set sufficiently high, ignoring a report will cause the count below the report icon to include the un-escalated community moderation reports. Clicking the icon again resets it to the number of unclaimed, unignored moderator reports.

To Reproduce

Steps to reproduce the behavior:

1. Set report quota to 0 to disable.
2. Open report center and note the number of reports
3. Ignore a report
4. Notice that the number of reports is now much higher
