Currently our CI only tests for Linux. Although it's the primary development platform, v1.0 is planned to have full cross platform support.

Add new CI jobs to run the core tests on Windows and macOS. For macOS we should aim to support the x86_64 arch as well.

This need #67 which will resolve dependencies dynamically update the config file to avoid separate config files per platform.
