Edit approved time tracking logs and/or export data

I mainly use the time tracking function to support client billing and accounting accruals. For those purposes, I really want to make the time tracking logs a single source of truth, and be able to link the time logged directly to what shows up on the client invoice. The challenge is that sometimes the client's understanding for how budget is being allocated shifts partway through the project. (E.g., they sign off on new activity Y, but we had already logged a bunch of time on Y to old activity X). Here are two things that would help:

• Ability for HR admins and/or managers to go back and move time entries to a new task and/or project. (E.g., maybe employee logged 8 hours to activity X, but now we need to bill the client for 5 hours on activity X and 3 hours on activity Y)
• Ability to export all the time tracking data for a given project/timespan in .csv, so it can be tabulated in different ways outside the system, while still being linked to the raw data. This feature would also be helpful for reporting on things like staff utilization.
