For a flow with solph.NonConvex(initial_status=0), this information is ignored, as minimum_downtime=0 by default. I would expect the status to be 0 in the initial time step. (Same for initial_status=1 and minimum_uptime.)

Should be easily fixed by having minimum_downtime=1 as the default.
