The triplets are http://vocab.linkeddata.es/datosabiertos/kos/hacienda/presupuesto/economica-gasto/1 http://www.w3.org/2004/02/skos/core#inScheme http://vocab.linkeddata.es/datosabiertos/kos/hacienda/presupuesto/economica-gasto/

should be
http://vocab.linkeddata.es/datosabiertos/kos/hacienda/presupuesto/economica-gasto/1 http://www.w3.org/2004/02/skos/core#inScheme http://vocab.linkeddata.es/datosabiertos/kos/hacienda/presupuesto/economica-gasto

From the config file should use the skos uri http://vocab.linkeddata.es/datosabiertos/kos/hacienda/presupuesto/economica-gasto (not the skos prefix, that has a "/" at the end)
