Pros:

automatic webhook setup
fine-grained permissions
installation notices (= no need to create repos by hand, though projects probably still a concern)
bot account (no need for a user)
rate limit scaling
access to interesting features like checks APIs, possibly workflows?

Cons

no user to send comment to (?)
needs support in test harness

Notes:

sadly according to the permissions list write access to issues/PRs is necessary to leave comments
