Implement the MMODA help pages

Following the solution identified in the issue #270 implement the solution and provide the procedure for the deployment :
the list of drush commands

This step should take from 4 to 6 weeks (part time).

Issue related to #268 !

This task is finally a part of the management of the whole initial content.
As explained in #270 it will be covered by the config and initial content management and new functionality in MMODA module to export/import books, the table of contents of the help pages.
