Go to Applications > Utilities > Terminal. Enter this command: sudo spctl --master-disable

This will enable the "Anywhere" option in Security & Privacy. Go to System Preferences > Security & Privacy > General: and you will see that option. Now you can install the latest LuLu firewall app. - this is the best solution for it
