Add support for filtering by multiple method types to consensus/transactions and runtime/transactions API endpoints.

E.g. &method=rofl.Register,rofl.Update would return both regetsr and update transactions.

Check if API already uses a pattern for such multivalue parameters, otherwise just go with comma separated as in the above example.
