Allow ballot information to be entered in advance and generate the ballot form

Allow the eligible scouts to be entered ahead of time before an election, and generate a PDF of the election results form which contains what would normally be on the paper copy for purposes of checking off the boxes at the meeting of who got elected. The form would also contain a per-troop randomly-generated passcode which could be used for accessing that troop's election on the website to report the results.

Reporting the results would then involve logging in with that passcode, entering the date the election was held, and just checking the boxes next to the scouts who were actually elected.
