Filing an election report should send an email notification to the unit leader

A Scoutmaster recently inquired if their results had been officially accepted because the current system didn't give them any confirmation beyond submitting the form. Once it's been officially accepted (perhaps when the admin exports it to OALM, or perhaps just when it's filed?) it should send the unit leader an email to confirm.
