This RFC will cover the implementation of phase 1 of a native offchain storage API in o1js.
The scope of phase 1 will include an API that zkApp developers can plug into a chosen storage solution (IPFS, Arweave etc.), a simple end to end POC, documentation of the solution, and a tutorial to replace https://docs.minaprotocol.com/zkapps/tutorials/offchain-storage
