Add mmsegmentation support for pruning and quantization similar to here. Follow the steps to add an algorithm from here. You might need to make changes for FXGraph building like this example for mmdet.

Hi, thanks for contributing to nyuntam, this pr needs to be integrated with nyuntam-vision vision. When putting the PR please also provide any benchmarks or supported models for our team to test before integration.
