Account fetching in create environment fails due cluster name mismatch

In create environment steps we fetch account uuid based on cluster name. Since for calm v3.7.2.1, there is an existing issue where in cluster name in account status - is changed to _.
For example, cluster with name test-cluster is saved as test_cluster when account is created.

This leads to environment creation failures due to account not found error.
