there's a firewall apparently doing DPI in front of the instance that the mirror runs on, and it seems like it's misconfigured -- any inbound connection on port 873 where the first bytes sent from either end are @RSYNCD: (i.e. the start of the rsyncd greeting) will be dropped silently by the firewall.
unfortunately we don't have any control over the firewall (and we've yet to figure out a good workaround for this issue), but in the meantime, we've contacted those in charge of the network about this to get them to fix it

Does anyone know what the problem is, and/or if there can be something done about it?
