Blue/green: ensure resource health of new pipeline before it ingests any data

Summary

Initially create a new Pipeline with scale.min/max = 0 and ensure it's in a Running phase with healthy Conditions before we allow data to be sent to it.

Based on an optimization called out in this issue.
