In State grid map, only initialize the color scale once #243

In the State grid map template, the color scale is re-initialized each time we re-render the map (which would happen if the viewport width changes). This is unnecessary since the scale will be based on the input data, which won't vary based on viewport. We should just create the scale once and pass it to the render function.
