Set up folder structure

Goal: Each notebook can be run independently but depends on pervious notebook being run

The output folder for each notebook should be ignored by github. The large datafiles can not be saved (should not be saved) in the github repository. The files need the be saved locally - which means that the previous notebooks need to be run on the local machine. Might be able to leverage IN-CORE Data Service to store files that do not change without a change to the random seed - (for example - the population allocation results could be on the data service for a single realization)
