The README seems to be outdated, there is not target for doc in the Makefile

Could it be that you are lacking doxygen on your system?
I believe this target will be available if and only if cmake finds doxygen.

Could you maybe confirm that by installing doxygen and running cmake again?

As soon as this is confirmed we should add this information it to the README.md (is this the documentation you are referring to?)
