EPIC: As a web component developer, I want to have a minimal staging store on my local machine, to create the store integration easily

• Docker image to be started locally with a minimal store, that is a dashboard and component detail view and validator of the manifest file
• The local store should give hints and feedback on how to solve issues and where to find documentation
