This seems like it's a predecessor of https://github.com/nobleo/path_tracking_pid. Is this version deprecated? Because in that case, we should clean it up.

No, it uses a different principle.
path_tracking_pid has an open-loop forward velocity and uses a carrot-like algorithm to stay on a path.
path_tracking_pid
This package does 3DOF control on such a carrot. Useful for example for vessels, where an open-loop velocity is tricky.
