Currently, gomod2nix does not handle the GOPATH/bin directory properly.
My solution:

let
  goEnv = mkGoEnv { pwd = ./.; };
in
pkgs.mkShell {

  shellHook = ''
    export PATH=$(go env GOPATH)/bin:$PATH
  '';

  packages = [
    goEnv
    gomod2nix
  ];
}
