SVN export returned a 256. It correctly cleaned and curled fail. It should, however, maybe block until the network comes back?

This would need to be a controller API along the lines of build-dep-wait as the client could be trying to use many different VCS handlers, only some of which would need to use network connections. There is no sense in blocking the clients within a single job.
