Sync linting between repos and workflow

When files are synced from the workflow repo, we run into formatting issues on different repos that use their own specific (and opinionated) tool for formatting, see https://github.com/neurobagel/query-tool/actions/runs/8649295762/job/23715183891?pr=115

To address this

• Add .github folder to be ignored by formatting tools across all repos
• Add some formatting tool to the workflow repo

We want to keep our issues up to date and active. This issue hasn't seen any activity in the last 75 days.
