Discussions and write permissions

I found a setting to enable org-wide discussions for all of Netty Contrib, so now we have this space!
A useful place where we communicate in a way that isn't issues and PRs, but is still Netty Contrib specific (and also more asynchronous and searchable than discord).

I also discovered that the base permissions for netty-contrib members were read-only for the repositories I created.
That wasn't the intention, since then only people with owner-level permissions could merge stuff.
Netty Contrib is meant to be more open to collaboration and experimentation than that, so I changed the base permissions to write!
