Create roadmap

Roadmaps are important for potential users as setup of Netarchive Search can be quite heavy and knowledge of future changes can affect decisions on when (and if) to start the process.

As part of documentation clean up, SolrWayback should have a roadmap.

Can we use the Github wiki? Also for other documentation such as scaling/solrcloud etc.
Having all documentation where next to the code would make it easier to find for everyone.
