Make docket number prefix canonical

The annotated data directory contains two naming schemes for the annotated files:

• CAP object ID as prefix
• Docket number as prefix

The corpus export uses the old CAP object IDs. This should be updated to use docket numbers since docket numbers are easier to understand and are useful for external searches about the case.
